Really what your saying is front load the words your kids are going to struggle with? I have never had a problem teaching the vocabulary first then reading the passage. It makes perfect sense to do it that way. I have never seen anyone teach lists of vocabulary.

Unfortunately yes…we see lots of teachers teaching either vocabulary programs (list of words that are basically disconnected from text and require memorization) or teaching tons of words out of the context of the text they’re reading. Both of these lead to kids memorizing but not internalizing and most importantly USING the words in their speaking and writing! I think a lot of teachers doing the “lists of words” approach think that they are front-loading the vocabulary, but because they front-load too many words, it just becomes a list of words for kids to try to remember, instead of words that will help kids comprehend what their reading more deeply.
